CONTINUED Notice of Hearing-Draft Municipal Service Review and Sphere of Influence Update (MSR/SOI) for the Yolo County Flood Control and Water Conservation District (LAFCo#S-056)
Notice is hereby given that on Thursday, December 3, 2020, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing via teleconference, pursuant to the March 17, 2020 Governor’s Executive Order N-29-20, to consider adoption of a:
Draft Municipal Service Review (MSR) and Sphere of Influence (SOI) Update for the Yolo County Flood Control and Water Conservation District (LAFCo#S-056)
The intent of the Municipal Service Review (MSR) is to review the capacity and adequacy of services being provided by the Yolo County Flood Control and Water Conservation District (YCFCWCD) and recommend improvements, as needed. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the SOI of the YCFCWCD and recommends that an SOI Update is also warranted. The SOI is a planning boundary that identifies areas for potential, future annexation into the District. The proposed SOI would significantly expand to the north, east and west in order to encompass any Yolo Subbasin groundwater areas that are not already included in the boundary or SOI of another reclamation or water district. The intention is to provide district coverage needed for groundwater monitoring per newly adopted State law.
The Draft MSR/SOI for the District will be available online for public review at www.yololafco.org beginning November 11, 2020. To be included in the staff report, written comments on the MSR Study and/or the SOI Update should be returned to the LAFCo office by November 20, 2020, either by mail at 625 Court Street, Suite 107, Woodland, CA 95695, or via e-mail to Yolo LAFCo Executive Officer Christine Crawford at lafco@yolocounty.org. Comments received after that date will also be considered, but included in a supplemental packet to the Commission.
