Continued NOTICE-CombinedFPDsDraftMSR-SOI (LAF 21-05)Notice is hereby given that on Thursday, June 30, 2022, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing at the Yolo County Board of Supervisors Chambers, 625 Court Street, Room 206, Woodland, CA, or remotely via Zoom (see below), to consider adoption of a:
MUNICIPAL SERVICE REVIEW AND SPHERE OF INFLUENCE (MSR/SOI) UPDATE OF THE 15 FIRE PROTECTION DISTRICTS AND ONE COUNTY SERVICE AREA IN YOLO COUNTY (LAFCo No. 21-05)
The intent of the Municipal Service Review (MSR) is to review the capacity and adequacy of services being provided by all fifteen fire protection districts (FPDs) and one county service area (CSA) that provide the fire protection services in unincorporated Yolo County, and recommend improvements, as needed. Those agencies include the Capay Valley, Clarksburg, Dunnigan, East Davis, Elkhorn, Esparto, Knights Landing, Madison, No Man’s Land, Springlake, West Plainfield, Willow Oak, Winters, Yolo, and Zamora FPDs and CSA No. 9. The MSR recommends the Capay Valley, Dunnigan, Esparto, Knights Landing, Madison, West Plainfield, Willow Oak, Yolo, and Zamora FPDs form Joint Operation Agreement areas. It also recommends the Elkhorn and No Man’s Land FPD be dissolved and the territory annexed into other districts. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Sphere of Influence (SOI) of each agency and recommends that a SOI Update is necessary for the East Davis and Springlake FPDs and CSA No. 9. An SOI is a planning area that identifies territory for potential, future annexation into the districts. The proposed SOI for the East Davis FPD would include the territory of the No Man’s Land FPD and the portion of Springlake FPD south of County Road 29. The proposed SOI for the Springlake FPD would include approximately the northern 2/3rd portion of the Elkhorn FPD territory. The proposed SOI for CSA No. 9 would include approximately the southern 1/3rd portion of the Elkhorn FPD territory. The recommended result for the districts that contract for city services is one district for each city service area.
The Draft MSR/SOI will be available online for public review at www.yololafco.org. Written comments on the MSR/SOI should be submitted to the LAFCo office either by mail at 625 Court Street, Suite 107, Woodland, CA 95695, or via e-mail to Christine Crawford, Yolo LAFCo Executive Officer, at lafco@yolocounty.org. Copies of the agenda, staff report, and supporting information will be available online at www.yololafco.org at least five days prior to the noticed hearing date. All interested parties are invited to attend the public hearing.
LAFCo has yet to determine whether the meeting will be held in person at the Yolo County Board of Supervisors Chambers or remotely via Zoom pursuant to
Government Code section 54953(e)(1) (as amended by Assembly Bill 361). The public is advised to check the meeting agenda, which will be posted at www.yololafco.org at least five days before the meeting, for details about the meeting location and how to log on remotely.
