Notice of Hearing-Draft Combined MSR/SOI of the Four Community Services Districts in Yolo County
Notice is hereby given that on Thursday, January 28, 2021, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing via teleconference, pursuant to the March 17, 2020 Governor’s Executive Order N-29-20, to consider adoption of a:
COMBINED Municipal Service Review (MSR) and Sphere of Influence STUDY (SOI) OF the FOUR Community services DISTRICTS IN YOLO COUNTY (LAFCo No. S-054)
The intent of the Municipal Service Review (MSR) is to review the capacity and adequacy of services being provided by all four community services districts (CSDs) in Yolo County and recommend improvements, as needed. Those agencies include the CSDs of Cacheville, Esparto, Knights Landing, and Madison. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Spheres of Influence (SOI) of each agency and recommends that a SOI Update is necessary for the Esparto CSD. An SOI is a planning area that identifies territory for potential, future annexation into the District. The proposed SOI for Esparto CSD would reduce the area to align with a smaller urban footprint approved by Yolo County in the 2019 Esparto Community Plan.
The Combined Draft MSR/SOI for the CSDs in Yolo County will be available online for public review at www.yololafco.org beginning January 6, 2021. To be included in the staff report, written comments on the MSR Study and/or the SOI Update should be returned to the LAFCo office by January 20, 2021, either by mail at 625 Court Street, Suite 107, Woodland, CA 95695, or via e-mail to Yolo LAFCo Executive Officer Christine Crawford at lafco@yolocounty.org. Comments received after that date will also be considered, but included in a supplemental packet to the Commission.
