NOTICE IS HEREBY GIVEN that on Thursday, January 27, 2022, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing via teleconference, pursuant to Government Code section 54953(e)(1) (as amended by Assembly Bill 361), to consider the following agenda item:

Project Title:
Yolo County Flood Control and Water Conservation District Annexation (LAFCo No. 21-06)

Project Description:
The Yolo County Flood Control and Water Conservation District (YCFCWCD) has submitted an application to annex 17 parcels to the District to provide surface water irrigation for agricultural purposes. The YCFCWCD is not seeking property taxes. The District will utilize its two-tiered rate structure with newly annexed parcels paying a direct in-lieu fee. Per Government Code Section 56662, unless written opposition to the proposal is received before the conclusion of the public hearing, the commission intends to waive protest proceedings because the District and landowners have given written consent to the proposal.

Location:
The following parcels are located in five separate areas adjacent to the District, four areas on the north side and one area on the west side of the District: 025-280-001, 025-280-002, 025-280-005, 025-280-008, 047-130-006, 050-140-001, 050-140-003, 050-140-007, 054-190-011, 054-190-012, 054-220-001, 054-220-002, 054-220-003, 054-220-004, 054-230-015, 061-070-002, 061-070-010.

Environmental Review:
The potential environmental effects of the proposal have been reviewed by the YCFCWCD as Lead Agency and determined there is no substantial evidence supporting a fair argument that the project will have a significant effect on the environment and filed a Notice of Exemption in accordance with the California Environmental Quality Act (CEQA).
